read the Constitution. Congress is assigned the responsibility to issue Letters of Marque and Reprisal. what is a Letter of Marque? it’s the authorization for a pirate to operate “lawfully” as an agent of a particular government, known as a “privateer”.

thus, in 1800 it was fully expected that wealthy American citizens would own, arm, provision, man and operate the weapons of war which would be expected to take on well armed merchantmen, Spanish prize fleets and perhaps even face off with ships of the line.

in other words, the Constitution doesn’t merely expect private American citizens to own “weapons of war” such as machine guns / automatic weapons, we are expected to possess the most powerful weapons of nations, if we have the wealth and desire to do so. and Constitutionally, the federal government has fvck all to say about it or regulate it.
