The simple answer is: because Bellendsky is still useful to all sides... FOR NOW.

The Russians find him useful, for the same reason the British found Hitler useful in WWII - the man is an idiot, a narcissistic, pompous, arrogant, drug-addicted loser who makes stupid decisions and utterly squanders the fighting power the Ukrainians have at their disposal.

The Americans find him useful because he is weak and beholden to their interests - until those interests change (which they now have).

The Europeans, especially the British, find him useful as a pawn to balance between the American Deep Staters and the Ukrainian neo-Nazis, but their priorities are changing, and the Brits are now backing and grooming Zaluzhnyi.

The Ukrainian neo-Nazis find him useful because he is weak, pliable, and terrified of them.

All of these calculations are now changing. I wrote earlier that I put Bellendsky's odds of making it through this year alive at about 1 in 20. I could easily be wrong about that. But all the signs point to major tectonic shifts in support, both inside and outside Ukraine, which conspire to put the Narcofuehrer himself in serious danger.
