Bureaucrats in the school system think they are far brighter and important than they are, so of course they don't properly educate the gifted students. They don't actually see the potential in those students, outside of the teachers and administrators looking good due to those students testing well on the standardized tests.

Didact
They are fed up of American wokeness, stupidity, illiteracy, ignorance, backwardness, and divisiveness. They think many Americans are simply idiots
.
.
.
to be fair, this has been the designed goal of the American public education system for at least 50 years. probably since the FDR administration. if you paid attention to the blogs of Jerry Pournelle and Fred Reed, you would note that they had both been decrying the abject ineptitude of American education since at least the 1980s. and they were both old enough to have known from personal experience how much better American .edu was back in 50s.
.
if you'll permit me to blather a bit from personal experience:
every time any school has ever tested me, they immediately put me into whatever purported "gifted student" program they had, if they had one. all of these GS programs were absolute garbage, never amounting to anything more than a glorified study hall. early on, we looked at some classical paintings. we didn't study painting, we didn't study line art or color theory, we didn't learn perspective or art history. and anything productively useful like Math or Science, that was right out. nor did they teach reading music or playing an instrument.
.
when it came time for my "Student Counselor" to make suggestions to me as to what profession i should be aiming towards ( circa 4th grade? ), her leading suggestion was that i should be a ... hairdresser.
.
now, i'm not saying that +120 IQs can't or shouldn't be hairdressers. if that's what you enjoy, then you do you, Boo. but why on Earth would the educational establishment be trying to divert someone like that out of a STEM trajectory and into a service sector job which, frankly, doesn't take very many brain cells?
.
i've been in schools in the Midwest and Southeast, i've been in public schools and parochial. i've been in "good" school districts and lower tier districts. the religous schools tend to be a little bit better. not much, but a little. in my personal evaluation, US schooling has been awful since the 1970s ... and it's been getting noticeably worse every decade.
