Not to disrespect my nation, but Israel is also not in a good place.
Our score is 1395.
And is dropping (the OECD relative achievement, not the score) by the year.

Why?
Israel invests a lot into it's education. But it does it in a central way. Throwing money at the problem.

A good start to move up would be to get the standard deviation down. Israel has an incredibly diverse scores among it's population. E.g. Arabs score 1/2 standard deviation lower than the secular one.
The second would be to actually, you know, get good teachers. Your equivalent SAT score to get into teaching is one of the lowest.
The third would be, maybe, to actually teach. All of 7th grade is a repeat of 5th and 6th grade material. Why? No one knows.

In the immortal words of Dark Helmet (SapceBalls):
"You see LoneStar, Evil will always triumph, because Good is DUMB!"

Not trying to be a Smart Boi, but you did the math backwards. To get $ per person, divide the $448 million by 329,365,994 people. That's $1.36 per person. Your point still holds.
