Look more carefully, mate. The background is of a bridge and the photo has been enhanced a bit so that one of the bridge pylons is showing up through her rather transparent dress.

The numbers "90-60-90" refer to the perfect proportions of a woman in centimetres. The "25" tacked on at the end is for… well, y'know.

If you do a search for that image using TinEye – thanks, Dire Badger – you will find versions of that photo in colour that haven't been enhanced so as to trick your eye.
